¼ cup coooking oil
1 cup of rice
1 can (small) tomato sauce (approximately 1 cup)
1 cup of water (use empty can of tomato sauce)
1 medium size white onion
1 medium size tomato
Cilantro (desired amount)
1 tablespoon cooking oil
1 package of lean ground beef
2 tablespoon onion powder
4 medium sized green bell pepper
Fish sauce (if desired)

Cut bell pepper both sides (top and bottom). Do not cut too much from the bottom, just enough for it to stand up without spilling the rice.
Prepare enough boiling water for green pepper. Boil for about 10 minutes (do not overboil).
Fry rice in cooking oil until fully cooked (white in color).
Combine onion, tomato and cilantro.
Stir-fry for about 5 minutes (don't burn rice too much).
Add the tomato sauce and water.
Stir and close lid.
Cook for about 15-20 minutes.
Important: Do not open lid too often or else the rice would not cook properly.
For the meantime, cook ground beef in oil.
When cooked, mix in the onion powder. Stir.
Check rice. When rice is dry at top (not too dry) it is ready.
Combine rice and beef. Stir to distribute evenly.
Add fish sauce for taste. Stir.
Spoon the rice combination to bell peppers.
Bake for 30 minutes at 375F.
Top with a leaf or more of cilantro and serve.
