Stuffed Pepper Soup

It's like having stuffed peppers but with less work. The corned beef gives an interesting change from using ground beef."
Ingredients
4 large green peppers
1 can(12 oz.)Canned Corned Beef
1/2 cup uncooked brown rice
1 cup onions, diced
32 oz. canned tomatoes
4 cups fat-free beef broth
1 tsp. fennel seed, crushed
1 T. fresh thyme
1 tsp. kosher salt
1 tsp. black pepper
2 Bay leaves
Instructions
Cut the green peppers into soup-size pieces. Break apart the corned beef and set it aside. Assemble all of the ingredients except the corned beef in a large soup kettle. Cook it until the rice is tender and the vegetables are done. Add the corned beef and season to taste with salt and pepper.
